It could be wrong thread or even a bad batch of thread. I bought some collars once from a company that I'd been using for years and every collar from that batch the thread deteriorated in a short period of time. I'd never had any trouble with them before.
I would contact booties.com (arrowhead Fabrics) They are more than helpful and sell all the supplies you need for making booties.
