For those of you that have not read this book about Jimmy Huntington "On The Edge of Nowhere" I would recommend it. It really depicts the subsistance lifestyle that many Alaskans have lived. One comment Jimmy made that has always stuck with me and that I think applies in this situation of no salmon is this. "But any time a person who's never set foot out of the big city makes a law for the north country, you can be pretty sure it will be a foolish one. For the native people, getting enough to eat is mostly what life is all about." and I believe that goes for feeding their dogs as well. Like Curtis said, it's not so much a lack of fish as a lack of being able to fish the fish that are there.
