One thing that I think you have to remember is that part of the reason there is a problem with these native folks feeding their dogs is that the government has gotten involved with subsistence fishing rules etc. Whenever the government gets involved you can count on trouble. If you're as poor as you say I don't think I would advise taking any more dogs right now or you may end up in the same situation. Also although there has been a problem the last couple of years it has not always been in the same village so it is not necessarily the same people having a problem. It just seems that way. Then again I don't always believe everything the newspapers say.
The people that I know that are affected and are talking about cutting down in numbers do not have starving dogs. They just feel they need to be more realistic and reduce the number in their lot to what they can more realistically feed & care for. That is probably why the dogs are for sale instead of give aways. Also If I were to have to get rid of some of my dogs because I couldn't feed them, you can bet that it wouldn't be the good ones. I know one musher that stopped giving away dogs because when he gave them away something bad always happened to them. It seemed like if there was some sort of monetary value on the dog they were better cared for. I'm sure that's not the case with you, but I have seen it happen that way.
