I had a dog that was 3 when I got him. He was not a sled dog at that time and was wanting to "visit" with everyone we came by. I had him in lead because he was a great learner. Anyhow, I dont use the "on by" command, I use the "straight on" command with my dogs. Every time we came across someone on the trail I used that command with him. He has learned that over the last couple of years. I also had to drag him with the cart a few times, while still saying the command. Now that he has it he doesnt even look at anyone else. It takes a lot of repitition, and patience. When it finally clicks youll be so thrilled. Just always remeber to use the same command every time, and dont ever let him "visit". And I agree with always training him with whatever command you choose in harness only. Good luck and happy trails.
