Cammy, it seems that this is a problem for alot of inexperienced dogs...and it takes time to develop a team that will ignore people, animals and other distractions. Teaching (and enforcing) the "on by" command will pay off in time...We start our puppies (or mature dogs that have had no training at all) on leash in harness and when we walk them we tell them on-by when they stop to investigate. We only do this when they wear the harness because we want them to learn that the harness means "serious". It is one of the first commands we teach our dogs. It takes patience and effort to train a team and even the "top" mushers teams are not ALWAYS letter perfect. Continue to train them to keep moving unless YOU tell them to stop, and tell them "ON BY" even if you have to nudge them from behind once in a while. Praise them when they do what you want them to...correct them when they don't. Eventually you will see them doing the right thing more often. Good luck.
